Communities with strong comprehensive emergency management programs use the hazard vulnerability assessment in their development. Anticipating what could happen and where it could happen help in developing effective mitigation programs as well as response plans. Hazards of all types can be planned for. Information on potential losses in certain areas help in protection efforts. Taking steps before the disaster occurs puts the community in a better position to deal with the potential hazard, whether natural or technological. It is up to the communities to make this happen.
Threat and Hazard Identification and Risk Assessment:
There is a process for hazard assessment, identifying needs to offset those hazards, and also provides a gap analysis. The process is a FEMA product and is known at the Threat Hazard Identification ad Risk Assessment (THIRA). Let’s look at the some aspects of THIRA. Capability targets and gaps in resources are identified. Steps to fill shortfalls can then be taken. THIRA includes these four steps:
Threat identity and hazard concern
Threat/hazard description and how they affect
Set capability targets according to National Preparedness Goals (NPG)
Apply results
