While reviewing activity logs and police reports, Lt. Davidson, who’sin charge of the Greenwood Village patrol division, notices an increasein residential burglaries the previous month. The burglaries seem to beoccurring sometime during the day when homeowners are normally at work, because they are being reported during the evening shift when residentsreturn home. In addition, most of burglaries are occurring in oneneighborhood on primarily the last two days of the work week. Lt.Davidson decides to call the afternoon patrol supervisor to find outwhat he knows. The supervisor tells the Lt. he is aware of the problemand has been assigning officers to patrol that neighborhood, but pointsout “there are a lot more of them then there are of us.” Theinvestigations supervisor informs Lt. Davidson that he is also aware ofthe increase in burglaries. The supervisor tells Davidson they haveforensics from several of the crime scenes, but no suspects. Hespeculates it might be kids because most of the losses are cigarettes, liquor, and small amounts of cash.
Lt. Davidson realizes that patrolling and reactive investigationsusually have a minimal effect on preventing burglaries. He decides on anew approach.
